Currently, five states have enacted, or increased penalties and approximately 20 other states are considering or have considered debating revisions of their criminal statues. New York was the first state to enact legislation, which made these acts a capital crime in New York. Florida and Virginia also added acts on their list of capital crimes, and South Dakota and Michigan increased penalties on acts.
Several states reviewed their security measures on nuclear power plants and other crucial energy plants. Florida was among eight states that responded to the acts by having National Guard troops protecting nuclear facilities. Among other measures to tighten security at nuclear power plants were restricting fly-zones (Vermont and Massachusetts took this type of measure), the installation of concrete road barricades around the plant (Florida), and x-ray checks on deliveries (Kansas).
